Even if SE added a dozen new raids all at the same time people will still flock to just the one that gives the best gear then cry about how there is not enough raid content.
Simple, add gear sets with each complete set having it's pieces scattered though all raids so people would have to do them all.

Even if people would go for only one set, they would have to do all raids.
