That comes down to player demand. Let's say, for example, 10% of players raid Alexander Savage. The other 90% of the playerbase spend their time doing...casual things. Should the majority of Dev time and effort go to something that pleases 10% of players, or content that 90% of players enjoy?
To be fair, the issue isn't anywhere near that cut and dry, but that is part of the issue. There is no content that everyone will enjoy, since everyone likes different things. There is also a hard limit on the content they can produce in a reasonable amount of time. And to be fair, the FFXIV Devs make very large content updates if you compare them to pretty much any other MMO team on the market. Even WoW, despite (I assume) having a significantly larger team, barely produces this much content, especially on a 3 month basis.
That said, I can totally understand burnout. It's a very challenging issue for anyone to solve. There are certainly improvements to be made. Things like Deep Dungeon show they are moving in the right direction, while still trying to maintain the things people expect (new dungeons, raids, and story). And soon, we have an avenue to explore that (a new expansion). One other factor to consider is that the game isn't that old yet. WoW and FFXI have been out for significantly longer periods of time, and thus have much more content.

I'm sure people have taken breaks at some point and breaks for this game sadly doesn't do much in my opinion. I have taken a break and came back and i still had the same feeling before i took my break.
In all honesty for an MMORPG this game is too shallow and hardly any of it has longevity to it. They already said when they design items they design it around the lowest common denominator and in my opinion you should never design it like that only a fool would do that and the result is gear is pretty much useless and holds no bearing and utterly boring. When I get a new piece of gear I want to be excited after I get it...that doesn't happen in this game when i get a new piece of gear i hardly feel any excitement because i already know 2 patches later its useless.
The same for raids I enjoy challenge but i also want cool loot from it. The fact that they design it around that they want everyone to be at the same strength really kills some of the motivation some people have for raiding if they are in it for good loot. Now people can just wait a patch and get upgrade items from 24 man why put in the extra effort in raids just to get something early? Makes it even worse how with the release of Heavensward they pretty much killed the raid scene.
You might be right but sadly things like mini-games get boring very fast. Look at Chocobo racing why play this delayed racing mini game when i can just turn on my WII U and have fun in Mario Kart 8? or Lords of Verminion no one even does this so that was a waste if people want to play RTS they will get a RTS game which is more in-depth and interesting. Housing is a mess in this game because not everyone can even get a house. PVP people have given feedback to remove GC restrictions but they won't so the queues take forever so of course people won't do it.
The simple fact is and i'm sure SE has learned if the content that is being released doesn't help the person in some way of progression they won't bother. Diadem was a bit of a mess but people could got great gear and you could effectively gear alts from it and numerous people were doing it even though it was just farming one island then they changed how often you can get the highest item level and everyone vanished and Diadem died. People do Aquapolis because it can go towards progression and earning good gil like grade 5 materia but at the same time can give glamour so it fits both worlds. Now they are making it so in Palace of the Dead when you reach a certain point in upgrading your weapon you can use it outside and its not just glamour it will compare to a 230 weapon and you can somewhat level alts in there.
The amount of people i see AFKing in Idyllshire and housing areas is astounding and it really makes me wonder if there is that much content.

A lot of days I will log in when I know I'll be the only person online in my FC, just so that later when the others log in, it will look as though I was online and got my dailies out of the way. The grind is so repetitive that it's just more than I care to deal with most days. I think it's the tomes or maybe just not being able to progress at my own pace and being locked into grinding out to a cap and then waiting. I remember when LoTRO came out I was super into it until I started running into daily progression caps meant to artificially increase the games length. I just lost interest and then it went f2p and it wasn't the same feeling. I guess what I'm getting at is who really knows what we're losing actual interest in.

I have played many mmos over the years, some of them a whole lot more than this game, but this happens in every single one of them. People get burned out playing the same game for months, or years. It's kind of natural. I'm not saying you should or shouldn't be burned out (I'm not you), but I am saying it may not be the game itself....for most people it just happens. You may actually NEED to play something else for a while...something new and fresh to you.
I recently came back to this game (about 4 months ago), after leaving a month into it's release (ARR, not 1.0), and am enjoying everything about it. To be honest I think it's the best mmo currently out, and as far as different things to do to pass time in the game, there really is only 1 game that surpasses it. But, when a game has been out for 12 years it SHOULD have a lot more things to do. I may get burned out eventually, but my play time is such that there are things I don't even have unlocked yet (looking at you challenge log), so that could be a long time from now.
Good luck to you, and hopefully you return after you get your "rest" from FFXIV.
Personally, I have to compare it to this:
I've been in this long, long, looooooooooooooooong car ride, bored as all hell, waiting to get to this awesome destination. And I'm still waiting. I'm waiting for the clincher that really pulls me into this game. Sadly, that hasn't happened yet and I'm not sure that will ever happen.
We have a few people in our FC that have never player XI. I've been going back and forth about going back to XI and playing through it with them.
XI had amazing storytelling and I expected XIV to be on par, but it's not. It's not even close. Ask me about the stories from XI that I played 8-9 years ago? I can recount those no problem. Ask me about XIV MSQ or other quests? Pft, no clue. Started up the MSQ with this patch and I had no clue what was going on. It's not memorable to me.
I'm not really playing now because I like the game.
At the minimum, I logon to : Weekly - WC, VA, Craft + Gather red scrips. Daily: Trial + Expert roulette <<--- this is SOOOOOOO BORING.
I'm playing because of friends, as several others have mentioned. This should not be the case though.
There is something absolutely wrong with their status quo if people are playing the game, not because the game is good and worthy of playing, but because of people, and they need to start being aware of this.

I'm honestly really enjoying the story in XIV, and I really can't wait for more.
I loved FF XI as well back in the day and the storyline really did pull me in tight and the same is happening with XIV, the one's who burst out saying XIV isn't up to par are either just generally jaded towards SE and the FF series as a whole and nothing will ever live up to their "glory" days and also a combination of heavily rose-tinted nostalgia goggles.
