I think something like talent trees might work better. Spec how you'd like, nobody can see what you choose to exclude you/be a jerk, and they'd be WAY easier to balance than full sets of gear.

People would just do what they do now... and come up with the best skill tree and then expect everyone to follow suit, much like what you see with our "rotations" now.
Nobody would be able to see what you chose, though? Granted, I say this from the perspective of a healer, where talent trees are more of a preference in other games, but still. Just offering a possible compromise to "whole hog or nothing at all".
No one can see what cross class abilities we have on either, but its expected that we have and use many of them.
Such as Swiftcast/Raging Strikes for mages or Raging Strikes/Internal Release/etc for DPS.
A talent tree would just organize them in a different way, but people would still gripe if you dont pull the same numbers and then start griping at you to change your specs.
Not saying its a bad idea. More that it really wouldnt change anything we dont already see with rotations and cross/class stuff.
I think they'd be much easier to balance, so actual nominal variances could possibly be small enough that no one bothers to comment.
