Because there's a difference between Blm sleeps and the adjustments made in 3.22. Smn and Astro were not nerfed simply because they were annoying. They were actually broken.

Before the 3.22 nerf, Smn's had the strongest burst bar none. They could literally melt just about any target they laid eyes on (including tanks) with their burst. On top of that, they did massive amounts of AoE dmg which was especially overpowered in a clustered game mode like Frontlines. It got so bad that it started to effect party compositions. Winning a match came down to whoever had the most Smn's, and there were instances where entire teams would fill up 20 out of 24 spots with just that one job.

Astro's were just as broken, because they were damn near immortal. They could shrug off practically any incoming damage, including enemy Limit Breaks, and they had more survivability than tanks. Both of these jobs weren't just annoying. The broke the game to the point of being flat out unfair.

Sleep, on the other hand, has diminishing returns, can be resisted, can be purified, and it falls off if you so much as stub your toe. It can be worked around relatively easily. It doesn't make Blm's dramatically unbalanced or favourable over other jobs, so it's not effecting party compositions. It also doesn't dictate the terms of the match or battles by slanting things heavily in favour of one job or team. Is it annoying? Sure. It's super annoying, which is kind of the point of CC. However, being annoying is not grounds for SE to make an adjustment to it. If it's not breaking the game in some way, SE is unlikely to take action against it.
