I think glamour is truly completely arbrirary. lorewise, you can see Papalymo, A THAUMATURGE sporting plate gauntles, Yda's legs are clad in those tank-only sabaton models, pretty sure she's a pugilist.

All the Archons wore mismatched gear like that because that was also how they looked in version 1.0, which originally had no class restrictions on gear - instead you had 'recommended class and level', but you could equip any piece of gear on any class at any level if you wanted to. You coped a massive stat penalty though if you equipped a piece of gear that was not recommended by class, such as tank gear on a mage, or was more than 5 levels above or below the 'recommended' level, but you could still do it. The thing is though, players complained about it - they wanted gear to be restricted to class and level, and thus SE changed the game accordingly - adding AF and relic as a start that was restricted to a Job and level 50, and ARR just built on that.
Thus the Archons carried their 'non-recommended' class gear into ARR - considering that with Heavensward SE has been giving them entirelly new outfits that more closely resemble/are more appropriate their classes, it's obvious SE are trying to move beyond this 1.0 holdover, so don't read into it to much.
Basically, players wanted class/level restricted gear, and SE gave them what they wanted. So if you don't like this, blame other players, not SE.
But for glamour, the reasons players would originally want the restrictions for no longer apply. It's one thing to equip it with the wrong stats, another to just use the appearance in glamour.
