And just because someone can't see it, doesn't mean it's not there. To be fair, I haven't watched the videos and couldn't find them on youtube/twitch, so I can't really see for myself. Just saying that there's got to be a reason for why the name comes up so often.

The video in question I watched was a WAR trying to say she was still walking when he stunned her and her "walking through binds", which none of them happened in the video.

I posted to say that high winrate+low matches does not = hacking.

Of course not. Even though a Top 10 80+% winrate is fishy, it's far from proof. That person could easily be very skilled and lucky with the matchmaking. And yes, there are a lot of people who don't actually know how certain skills work or have never heard of DR, but when the name comes up quite a few times even though that someone doesn't seem to play very often.. well, it is worth investigating. Then again, so are other things like intentionally throwing matches or harassing others - things I've yet to see anyone actually getting punished for.

Fetter Ward is melee only, this person is a healer. Anyway should just let this thread die already no one is gonna stop this person nor anyone else hacking its just something everyone is gonna be forced to put up with.

People are saying the player is running around while having bind/stun debuffs ON them.

Having found the video that you're talking about, perhaps you should check that video again, and focus on the stun happening shortly after the 5:49 mark. That looks like a lot of movement for a player that's supposed to have a stun on them.
