But would you expect the average player to use macros in order to access all of their skills properly? Should there be a need for the average player to delve into macro territory just to play the game normally?

But you didn't factor in the damage. Repelling shot is a bad skill, but it's not useless. For example, Fracture is a bad skill but has a use, the way shield swipe used to be was a useless skill (no redeeming qualities no matter how much you stretched it).
The fact it does damage doesn't make it useful. Fracture does damage, but it's still nearly useless. Repelling shot is pointless because it delays WM gcd's and costs more damage than gained by its measly 20 potency.
Fracture's bad for every job except monk and Warrior. Repelling Shot is always useless for its primary function, which is the jump back.
I can't tell if you're trolling but I'm going to go ahead and assume you're not. You use Repelling Shot in between skills, it doesn't affect anything. It's an extra bit of damage. You're not sacrificing damage by using it. It also has 80 potency, not 20.
I imagine the average player wouldn't care about skill bloat or the use of macros and just roll with the punches as they are thrown at them by the devs design decisions. Besides you have 8 separate bars to choose from and switch to on the fly meaning you don't necessarily need macros.
All I'm saying is the option is there and that before complaining and hoping for no more abilities that every player should at the very least explore all options available to them.
I understand where you're coming from but using PS4/controller and switching through any more than a few bars is incredibly annoying. It makes it impossible to play fluently sometimes and even hinders players if they don't place their skills in the correct place (I've misclicked bars before and pressed the wrong buttons causing myself or others to die, simply by accidentally being on my DPS bar instead of heals).
Macros are great but as I said previously, they don't always work. This isn't just me either, I've had other controller players tell me they had to spam buttons to make them work and this isn't ideal.
I don't want SE to dumb everything down completely, I just wish they would consider the difficulty of playing some classes and the skills they give.
