Using it as a gap closer is absolutely something you should do. Using it on pull is something you should never do. The amount of threat gain you get from it is minimal at best and it's threat you really don't need. What you lose is a GCD or more (depending on the boss) of uptime from your DPS. Sure, you can say they can use their gap closers too, but then they aren't getting use of them buffed in their openers, or can't use them for the next however many seconds that they're on CD for maintaining uptime. And all for what? An insignificant amount of threat? If you even gain any threat from it. Not to mention, as stated earlier, a lot of bosses benefit from being tanked in the middle. You then have to reposition and that hurts uptime even more.

It's pretty selfish play to claim that the threat gain you get from using Plunge when pulling (if you even do. I think it's arguable that you don't actually gain any) outweighs the uptime/buffed/more strategic uses the DPS get in using their gap closers at better times. It's hurting the group for no real gain of your own.

This is why I really suggest people level at least one of every role (and class type, like melee, caster, etc). It lets you see things from other perspectives and lets you get a feel for how you can optimize for the group.
