Honestly, I do all of that stuff with chat commands. It's probably even faster than the mouse options you're suggesting, but I understand some people would prefer to use the mouse for most things.
Since ~90% of mmo gamers are pc players and use keyboard/mouse controls it's where the largest market is. I've heard many new players quit after playing for one day not because of content or lag but because "this was not made for pc". It's something they need to fix.
In 1.19 they are making the "flip arrows" on the action bar bigger so that should hopefully help a bit for changing action bars with the mouse while we wait for them to remodel the entire bar itself.

A wheel is just fine being a wheel.
I managed just fine with keyboard only in XI, Vanguard, and EQ2 competitive "endgame". Maybe it isn't "intuitive" to you, but it is perfectly intuitive to me to play an MMO with only the keyboard.
I learned to type when I was 7 or 8 years old, I think, and so a keyboard with more buttons than any controller/mouse I have seen all within the reach of my two hands (which I can also use to type messages!) is an incredibly convenient and efficient way to play.
I wouldn't play any other way, and like I said I think I do just fine.
btw pretty sure that mice came after keyboards both as computer peripherals and in their use for gaming so your post above me makes no sense. I find most people who stray away from keyboard commands do so because they are weak typists.

Yea my point was that if you are happy to use just keyboard that's just fine, nobody is going to stop you from doing that.
It doesn't change the fact that many existing (and the majority of new players) will want standard mouse and keyboard controls.
They certainly shouldn't be taking you as a case study in how to design game controls though, no offense.
