Primals and Eikons aren't the same thing. Unukalhai specifically says so, though has failed to explain how they are different. The Garleans use the terms to mean the same, because they are ignorant of how the Allagans used the term Eikon.

And yes, I know the Elementals are the spirits of the land, I'm simply suggesting that Oha-Sok itself may be an Eikon, speculating that Eikons are natural beings raised to a godlike status by their worshippers, and that Oha-Sok went through such a process by the other Elementals.
