What do you mean with "in order"?
To win the jackpot, you have to have all 4 digits correct...
Having one or two digits in the middle correct but the start and end not correct never gave any payout either.

In order = in the correct order.
OP is saying the winning numbers can be 1234 but if you put down 4321, you won't win because it's not in the order they were drawn in. There's nothing wrong with the way they phrased it.
Anyway, on topic. Gilga has winners every 2ish months, our first winners were after the pot had already been out for a month or two and about 10 people won. Since then it's only been 1-2 winners when we do get them, usually one.
They should allow you to buy two tickets. It might increase the win rate more.
Nothing it's mid expansion so pop will have declined. Most people probably got sick of playing it and getting last place.
Like a real lottery if no one wins the jackpot then people will stop playing it. Meaning that even fewer people will win.
It kinda is when the information given is incorrect ^^; It always required the numbers in order, they just clarified the description at some point and confirmed they had to be in order because at the start there was a lot of confusion based on the numbers being drawn from end to start and Japanese being read from right to left (though this doesn't apply to horizontal text, but... you know), so maybe if the number drawn is "1234" you needed to enter "4321" in order to win? This was confirmed NOT to be the case. Nothing has really changed regarding the order of numbers.
(Unless, of course, there was a glitch at the beginning of Gold Saucer history, which allowed people to win even with incorrect tickets.)

It's supposed to simulate a real lottery, and the real lottery goes months without a winner quite often.

True but that pot continues to build. From what I understand the cactpot resets every week. If they wanna make it that much harder to win, they should remove the reset as well.

Whilst this may be true, a real lottery usually sees far more people winning mid-range prizes. Getting anything other than the consolation prize in the cactpot is exceptionally rare. The odds of getting the smaller prizes need to be increased. There's an achievement to win a cumulative total of 1 million MGP from the cactpot. The word 'cumulative' implies most people are expected to earn this over time via the smaller prizes unless they get lucky with a jackpot, yet I think the only way ANYONE will get that achievement is via a jackpot win as the smaller prizes are only marginally less rare.
