The only reason there has been fewer winners is because fewer people are participating. The only thing they have changed about the jumbo cactpot, is increasing the prizes.

I just wish it was not pretty much required for the high roller title :/ (good luck getting that jumbo cactpot achieve without wininng)
I really should put some sort of reminder in my phone about it. Once a week without some sort of pop up when we log in means I forget to go back. Who knows, I may have won in the past, but never went back to get it (I've forgotten a bunch lol)
Yes, but real lotteries with larger jackpots also have numbers with greater range than 1-9 (such as 1-40) and have at least 5 drawn numbers. Your basic pick 3 or pick 4 lottos exist of course, but the pots on those aren't very big either.

They should make it 5 numbers.. 4 is jackpot, 5 is a free mount from cash shop... It will keep people playing. It's a 1/50000 chance not like they're losing out
They should allow you to buy two tickets. It might increase the win rate more.
Nothing it's mid expansion so pop will have declined. Most people probably got sick of playing it and getting last place.
Like a real lottery if no one wins the jackpot then people will stop playing it. Meaning that even fewer people will win.
Funny thing about it tho is if enough people play, you don't really lose anything. I pay 100, then in return I end up with 200 or so just based on how many were sold. However I do agree they need to let us buy more tickets. Jack up the cost if need be of the 2nd to say 1000 or whatever but keep the limit of two. Its a lottery yes but its also a game, not like they are taking a hit to the wallet if someone wins every week.

On brynhilder we have 4, i believe the last winner was in November
It kinda is when the information given is incorrect ^^; It always required the numbers in order, they just clarified the description at some point and confirmed they had to be in order because at the start there was a lot of confusion based on the numbers being drawn from end to start and Japanese being read from right to left (though this doesn't apply to horizontal text, but... you know), so maybe if the number drawn is "1234" you needed to enter "4321" in order to win? This was confirmed NOT to be the case. Nothing has really changed regarding the order of numbers.
(Unless, of course, there was a glitch at the beginning of Gold Saucer history, which allowed people to win even with incorrect tickets.)
I think it's mostly just far fewer people playing. You can check how many tickets have been sold at any time. A few times I've taken note that the final bonus awarded for total ticket sales wasn't unlocked because so few were playing (Behemoth).
Given the increases to MGP in other areas they should consider upping the jackpot and/ or allowing multiple tickets per week.
