Well, Machinists are more like the typical FF Engineer/Puppetmaster, using tools/machines/technology to deal damage and support the party. MCH uses a rifle or long gun, compared to the gun that Mrlywb uses which are pistols and dual wielded.

Again, Merlwyb is a Musketeer class which was originally planned to have been accessible to players way back in the original version of FFXIV (1.0) but was never implemented (as Canadane already stated) - several other Limsa npcs and enemies also have this class. The Coral Tower which was originally planned to be the Musketeer's Guild still has the class logo that was planned meaning even in ARR's development Musketeer was 'still on the cards' for inclusion... but ultimately was abandoned somewhere along the line, and when MCH was added, it was quietly dropped.
Which is a shame, although I still hold out hope (however misguided) that one day SE will go back and fix this tinkering with the Armoury System, give starting classes to the new 'Extra Jobs' to balance them out with the rest of the Armoury System, and thus introduce Musketeer as MCH's 'base class'.
It almost likely won't happen though, but hey, a girl can still dream right?
