This is a job for them, they are going to clock in cause not doing so means they don't get a pay check. Having things like lights, food, water, and a roof over your head are far more powerful motivators than anything SE or you can ever think of to make them stop.

Region locking will only effect the legit players who play on servers outside their region, and at best will buy you 2 weeks without RMT spam before they get all their ducks in a row and come back just as hard as before.
But if we got the RMTers thrown in jail, would that stop them?
