The problem is that the wards are persistent areas that are ALWAYS loaded into the server. The reason they can't easily add more wards is because they rather naively designed a system that would require more physical server hardware to run each individual ward as opposed to instances that are only loaded to the server when needed (and thus need far less server capacity to operate and are much easier to expand on). How they didn't realise that this was going to be unsustainable I don't know. The ONLY real solutions at this point are either for the ward system to be scrapped or an additional, entirely instanced housing system to be added alongside it.

Offering to pay extra to support additional servers STILL wouldn't solve the issue as every time they reach capacity you would need to wait for SE to buy and install new servers before more wards could be added. There is quite literally NOTHING that can be done to solve this issue short of scrapping/replacing the current system.
