Why don't you wait for the new patches until you call something poorly implemented? Perhaps you just don't see the dev's intentions. Every even patch introduces a new tomestone, thus replacing the older one (law for patch 3.2). This goes in hand with a conversion of the "old uncapped tomestone" into the "new uncapped tomestone". I assume the cost for one mat will go down quite a bit, like 400-500 eso for one mat (if it stays the same, okay, I agree it's bad). Anyway, if they want to keep those mats rare, then they are doing it quite right.
