It is possible to run out if you put the same command on multiple hotbars. Like my combat classes have basic actions on multiple pages because it's just easier to access the commands then having to swap back and forth between bars. Especially as healer, heals need to be quickly accessible for emergency, not having to flip through pages to find the heal while trying to do other actions.
