Im just throwing this in there but the lesser Ascians from the Summoner Job quests imply it was Lahabrea that made them Ascian. Now perhaps they were just folks already with the echo but its not impossible that Lahabrea actually can give people at least a pseudo echo. I mean you wouldn't think the echo is such a large pool of people to recruit from.
