This is all assumption, but whatever. The game wasn't built with that in mind, there are unintentional limitations from preventing such a thing to happen while other games were designed specifically so you could do this. Reverting those would require reworking existing code rather than just adding something, especially to prevent certain headpieces working with the face slot. It's the same reason we can't queue with our chocobo out, have secondary dye colours, have a decent glamour log. It's all possible, but not with FFXIV's small team, at least not in a timely fashion.

But then again, these are changes you'd expect in an expansion pack, but we still don't get them there...
