Doesn't the Suiton effect tooltip say you can use Hide abilities when it's active? Not all. I'll give you an example with NIN. We have Suiton, Hide, and Trick Attack. Trick Attack "Can only be executed when under the effect of Hide". You'd be surprised that some NINs wouldn't use Trick Attack in battle because they can't use Hide while engaged. They have to be informed that Suiton triggers Trick Attack. The game doesn't tell us that. Heck, when I first started NIN, I thought Suiton gave me added water damage until I kept seeing Trick Attack glowing.
So, not all abilites are documented in the tooltips.

If you mouseover the actual buff of Suiton, given by using the Suiton Ninjutsu, it says something along the lines of your body being veiled in light bending water, enabling actions that normally require the Hidden status.
I do agree that it should state that on the tooltip of Suiton itself, but it is there, just out of the way placement.

Some folks will question the meaning behind "Hidden status", but Februs said that the descriptions are well documented and are on a tight leash. If that's the case, then Suiton would actually tell us about it's hidden effect, not make us guess it.

I do agree it should say in the skill itself, but the fact is they do tell you ingame that Suiton lets you use hidden skills, just in a...very inconvenient way."Body is enveloped in a light-bending veil of water, allowing use of actions normally requiring the Hidden status."

I was actually referring to online information when I made that comment.
You can Google: "FFXIV (insert job name here) Rotation" and you'll find a guide here, on gamefaqs, or reddit, or somewhere. Sometimes they even come with helpful images and flow charts so you know exactly what you're doing and be able to identify the moves by appearance. There is no doubt that the Dps rotations have been fully documented and on a tight leash. If we're referring to in-game descriptions, though... then there's still no doubt that they are documented, just not as well.
"Allowing the use of actions normally requiring the Hidden Status" seems pretty straight forward to me. It lets you use moves that you otherwise couldn't use unless "Hidden." I completely agree that buff descriptions should be included in the move's tool-kip that provides them, but it's really not SE's fault if you chose not to read the whole thing. Honestly, anyone looking to maximize their role (on any job) should be exploring all of their moves, their descriptions, and any buffs they provide. Besides, they're not difficult to figure out in the first place. You just need to use the move on a training dummy once to see what it does. After that, it's just a matter of practicing the rotation for optimal Dps. There is no guess work to Dps if you're willing to actually look things up, in-game or otherwise.

But, we were originally referring to the description of an ability, not the actual tip in the icon. And personally, I can't base it off a Dummy, because the Dummy don't move. I need to be able to learn how to get a LOT of damage in while being mobile. On a Dummy, even if the target ring is pointed at me, Trick Attack still function as intended. Follow me?
