To be fair it's probably because people are waiting for others to use it.
I usually play summoner and never get to LB. So when I play ninja, I forget that I get to use the LB! And then when I remember I'm like "Yay!"

Seriously though, wish there were more uses for caster LB3. I have yet to see the summoner LB3 since the beginning of HW.
