Probably because it was propped up by echo. Story and savage was supposed to mean this wasn't needed but I'll not get into that again.

I think you suffer from raider mentality.

Although the best gear is available via raiding most players dont raid and have no intention to raid. It might seem like most players raid but in reality most dont, even the story mode. If servers fail it's usually because people always go to the high pop server so there's not as many new players going onto a server.
