It was completely expected. You have to choose between burning a CD to deal more damage but by doing so, you sacrifice a defensive option, or you keep the CD and use it to mitigate damage when you're tanking something. The same can be said about Vengeance. This idea of constantly choosing and switching between offensive and defensive options with the same abilities has always been the whole point of WAR. Everytime you Fell Cleave, you choose to not Inner Beast. Everytime you Unchained, you choose to not Inner Beast or Fell Cleave. Everytime you use Equilibrium in Deliverance to recover TP, you choose to not heal yourself. Everytime you Butcher's Block, you choose to not Storm's Path. Everytime you use Raw Intuition to fit an extra Fell Cleave within your Zerk window, you choose to not be able to use this 100% parry chance ability during the next 90sec. That's how WAR has been thought from the beginning and it has been emphasized in 3.0.
