The Den is the perfect place for something like that, not the open world in general.
Imagine there being a setting that automatically ignores requests which you can turn on and off at your discretion

The open world is perfect with that option, instead of having to fart about with duty finder and then a 30+ second wait in den for a 1v1 before the gates open

There's already one for trades, it's called /busy. They haven't made an attempt to separate blocking tells, trades, party invites, and friend requests yet, so I don't see them doing it for duel requests.

And none of those things are a type of content that more than half the users of the game don't religiously participate in. PvP, dueling in particular, is. Apples and oranges. They could very well make an "Ignore Duel Requests" tickbox without clashing with their previous design decisions.

The bottom line is that dueling would add a lot of additional, flexible PvP content to this game, just as the same feature has done in nearly every other modern MMORPG. It's considered one of those basic features that people would expect in an MMORPG when they first join it. This game is sorely lacking it.
