I heard a rumor that this was implemented on select servers like Balmung and that you can find the quest givers hanging around outside The Quicksand.

That doesn't seem right. Hell, for laughs I checked on Gilga...no quest givers.

I doubt that it'd ever happen. You only need to look at how creepy and obsessive a lot of players get over NPC's - it would be a massive magnet for drama and abuse.
