I'm going to guess, based on my experiences, that there are more people in queue than there is server space for pvp instances. What then happens is you're in your queue and your friends are in theirs. The queue matchup system then randomly picks pieces of teams that match up numerically for the X number of instances that are open or have become open. Means some players can sit indefinitely due to there seeming to be no priority system for who has been in queue the longest. You just get lucky, basically, but, if the right number combinations come out of a match they might match up immediately again. Seems there needs to be a priority system put in place as well as more instance space added, and this is my current thinking towards the queues in general when I have sat for 40 minutes plus trying to queue as a dps (and recently, as a healer!! healers used to be insta-queue).
