Gobcoat and Twine to upgrade eso, i do not think you could use centurio seals for that
You can however upgrade your eso gear from weekly void ark.
Or did i misread what you mean't perhaps, Or a future update?
I would at least hope they are not going that route again like they had done for Soldiery were as players simply needed to do hunts... Not at all a good route to take
