Well to be fair, A3S has not been a gear-check for about a month, Players can comfortably be i203+ before 3.1 hits, just from ESO and A1/2 Tome exchanges.
Players hit the wall/burnout/static-broke due to non-gear-related issues.

The additional gear won't change the fact that both A3/A4 are heavy mechanics and competence checks, something that ilvl bump won't really help.

I do hope the gob-upgrades from VA/Centrino seals encourages more players to return to raiding.

But that doesn't really help 2x caster groups currently in a4s progression ><.

Yeah. Found that change to be silly honestly. Maybe this is their way of saying Bard is really a Bard-mage. And no the gear upgrades probably won't make people go back to alexander savage imo as there are going to be quite a few ways to get ilevel 210 gear here soon which is the motivation for most people. Though you may get a few that want to do it just for the win.
