This is true, Japan players at least will give their best effort in most cases. By the time you are level 50 or 60 and doing expert dungeons, you are expected to know your roles and rotation. Wiping once or twice on new dungeons is ok, but failing to do your job on trash mobs and bringing down your party because "this is how I want to roll OK, no WM for me as Bard, because I hate it!!" - THAT IS NOT OK lol. So many trollalas in the US servers.

Totally agree!! It's not even worth doing DF in US servers with random PUGs. Almost 50% of your run will be full of Trollalas and Trollilis who could not give a rat ass about "playing the game at higher level" and knowing their basic rotation. No one type, no one read, no one said nothing good but "I don't understand, I am confused, it's too many things to read, what is DPS check???" Every dungeon runs are needlessly long, with welfare players who barely able to clear dungeons that should be easily trolled at this stage. Big waste of time to even try to stay in US servers...

Void Ark is rather easy to figure it out, if you are a good player, and a veteran from day one of ARR, you DON'T NEED everything to be spelled out for you. By now, none of these mechanics are brand new. It is a combination of many things we have experienced before. But you must be from the US servers, many many trollalas residing there - those who could not give a rat ass what they are suppose to do and just there to join the circus for free carry and get their item and leave. It's your pf, do what you like. Admittedly it isn't really a good sign to many people that those that haven't even had a chance to get inside are already being phased out, but it is what it is.

I'm of the camp that finds it odd to already be blocking people out within the first day.

Except they're not getting phased out, he is looking for people who, like himself, are partially experienced with the fight and would like to move to learning a new phase.

Look at it this way. If he was instead putting parties together that are 100% new every time, he would get to the same point and fail over and over never progressing because there are 7 people who are learning that which he already learned.
It is his right to seek others in a similar position, where they have learned what they can with those who are unable to progress due to lack of player skill/awareness etc (Not even being offensive, there are those who simply cannot or will not learn) and would like to proceed with others who have reached the same point of progression.

At the end of the day, its his party finder, he can do with it as he wants. Theres nothing inherently wrong or exclusionary about it. If you wish to learn the fight, start your own group with the mission statement to learn from the start.
Its the same principle as Statics who lose a member for some reason or other, stands to reason they don't want to have to spend weeks training up a new person to their level, they are looking for someone who fulfills their requirements for progression. And that's fine.

It's not the "ins and outs" though. The OP wanted people who were comfortable with a mechanic about 2-3 minutes into the fight. That's not even halfway. (The fight is about 9-10 minutes long)

You aren't obligated to sacrifice your own spare time for the benefit of others and you are entitled to state whatever requirements you want in the PF as long as they aren't against the law or ToS.
Sure, I believe you have some moral obligation to help your FC mates, friends or static members but definitely not strangers (my opinion). If you waited untill whole server experienced some fight, you would never clear it.

I don't think there's a 'moral obligation' to help anyone. That's... a very strange mindset on it. You shouldn't help someone because you're obligated to - it should be something you do willingly.

Ok so OP says they learn quickly and was easy to pick up on the charges but another person comes along and says they a quick learner like you but it "nope go find a different party" that is pretty sad especially since content not been out that long. I will have to go on the side of yes it unreasonable.
