On day one? Yes.
It's your party finder, sure. But that's quite a disservice to anyone who's just getting home from work or school and wanna learn the fight. This is the exact same thing the JP playerbase was giving the NA players shit for.
It's not unreasonable. You have every right to create a party with your own established parameters and exclude people as you wish. It's your choice.
Just know that you are contributing to a very destructive behavior.
The JP playerbase is naive about and doesn't understand the culture of the NA playerbase. The NA playerbase has developed the way it has because of the apathy of many players as much as it has because of "elitism". In JP, it's the norm for everyone to give their best, to care about contributing to the group as much as possible. In part, the "elitist" attitude the end game NA community is stereotyped as having is justified and is a reaction.
Here? Not so much. The chronic afker, the ruin spamming SMN, the single target Doton NIN, the Dragoon not using Heavy Thrust, the healer prioritizing dps over healing, the tank stopping for several minutes between each pull just to stand around, all the result of apathy as much as the result of lack of skill, if not moreso.
IN JP, I'm also pretty sure complete new people wouldn't be raising a fuss about people at certain points in a fight not wanting to go back to square one constantly. In fact, they'd probably understand and simply find other new people to do it with.

It's not like he asks for people who've cleared the fight.
He just wants people in the same level of progression as him.
Though he might have better chances of opening a normal learning PF party if the 1st phase is as easy as he said.
I'm pretty sure they're not naive about it. They already know about the terrible stuff associated with NA xD
Though the part about not understanding it when such behavior creates such a terrible community is probably true xD

I wonder if there is a limit to the number of groups there can be in PF. You would think so with the responses.
I don't think you were unreasonable at all. Actually, you were quite clear and very polite about it when people didn't understand anyway. There's nothing wrong with wanting to play with people at the same part of the fight as yourself and there's nothing wrong with your PF. You're using it for its intended use. If someone wants to learn an earlier stage, they can make/join another party for it.
