    Azys Lla was just an Allag R&D Facility with some museaums and training grounds. If you pay attemtion you'll notice multiple times that it warns violations of Azys Lla ToS may result in death. The place wasn't a city it was air born to keep rouge Chimeric Beasts and bio-wepons from Excaping.

    As for the civilization, it fell apart after a LONG period of rebellion and unrest so survivors may have decided they were better off with out the old empires technology. Especially after learning it caused the Earthquake that likly took thousands of civilian lives.

    it was more millions, not just thousands. It was a worldwide earthquake.

    What remained of the technology got maybe destroyed during the ice age (5th umbral era) some thousands years after.
