Nanamo is Sultana though.

The Syndicate seems to be more aristocric in nature where as Nanamo is a Monarch. Monarchs and Aristocracies historically coexisted and it rarely mixed.

As for a canadate, I'd personally think that Godbert could be formally (re?) Added to the Syndicate or it could easily be a new character as well.

Also, do we know for a fact that it's even nessisary to replace him? We see chairs in the room sure but that's just how many are at the table. Who's to say there is a limited number of slots to begin with?

The Syndicate historically consists of the six wealthiest people in Ul'dah, regardless what that wealth may be or how disparate between them. If Nanamo has learned her lesson about upsetting the status quo in times of strife (the need for unity and tradition at the moment), she'll need to see the Syndicate restored - preferably by another Royalist or two.

The Teledji / Lolorito combination turned tradition into tyranny. Lolorito can be trusted to not disrupt Ul'dah order or prosperity, but he cannot be trusted to ensure justice - he'll sacrifice every last bit of it to secure the other two. Others among the six must to put their wealth towards picking up the slack on the area's he's not dominating (and only Raubahn has been). Teledji only exacerbated the Lolorito effect. Now that the Sultana control's Teledji's estate and half of Lolorito's, maybe she can get started on that - as well as promoting a balanced Syndicate / Royalty relationship that benefits the city as a whole.

I somehow completely missed this fact during my play through, does anyone know which quest this is discussed in or have a reference I can look at to catch up on what I missed?
