Because there's no decorations in the city (that I've found, at least).
However, maybe the reasons for no decorations aren't lore related. But I'm curious.

Cause ishgard is a expansion area thus not important enough to code it in. If everyone can't be there they probably won't put any effort in it.

While there's no official reason that we know of (yet), chances are Ishgard doesn't celebrate holidays (cuz dem dargonz don't) or putting aesthetic differences for fun into Ishgard was not high on SE's list of priorities when getting Heavensward out the door.

Fun fact, a lot of holidays are lorewise related to IshgardSo they probably do, just laziness on SE part no doubt.

Ishgardians might view it as a Heretical holiday.
I mean not everyone celebrates Halloween for the same reason.
Well, for a "real world" reason, I'd say that because Ishguard is an expansion area SE simply does not consider it worth the time and effort to code in the necessary adjustments. That may change if the number of purchased expansions and renewed subscriptions goes up, but, for now, the main game is still the central HUB for all players. So, it stands to reason that SE just didn't think it would be worth it for the first set of holidays.
However, a lore related reason, and one that would also make sense on a technical front, is that Ishguard just suffered through a slew of Dragon/heretic attacks. A large section of the city is still under (re)construction. They just don't have the time or luxury to celebrate holidays like the peaceful cities of Ul'dah, Gridania, and Limsa. So, even though a lot of these holidays are related to Ishguardian lore, they simply can't, at this time, indulge in them. I figure this will change with subsequent patches.
Older players might remember that Mor Dhona used to have a relatively craptastic town. It was considered a "settlement," and much of the original Mor Dhona was rafters and scaffolding and under construction areas (some of which are still under construction in the higher levels). With each subsequent patch after the MSQ finished, Mor Dhona gradually became more and more "complete." It was very subtle progress. I figure that both Ishguard and Idyllshire will both undergo a similar process, slowly building back up after each patch. Once they are adequately rebuilt (especially Ishguard) SE might consider putting holiday decorations back into the city. My bet is that they'll go up by the Pillars. There's a suspiciously empty "stage" looking area up there that overlooks the mountains. Seems like a good spot.
It's possible that the Ishgardians just have more important matters to attend to in light of recent events/revelations.
Well, many countries practice traditions and holidays differently IRL, and Ishgard's religion is very orthodox in how it does things. But, it's most likely because they want to keep events like this accessible for everyone or something.

So this means that the Starlight festival won;t be in Ishgard then? (actulay given that the effects of Thordian's propaganda are still yet to be reversed it might actually make sense that way)
