Let's talk brass tacks, shall we?
If you want the community style of the housing districts, complete with an actual neighborhood, then you're going to have a limited number of houses. Sorry, that's just a fact of life. If you want an instanced house, ala the Mog House from FFXI, you're not going to have the neighborhood, nor are you likely to have an exterior to your home.
Let me introduce you to housing in Rift. Dimensions (Instances for housing) where you can build your house LITERALLY piece by piece. I see an outside and garden, you don't?
They can be set to public (among others) and everyone can go there.

My experience with personal, "instanced" housing: Free Realms. They had an inside, outside, spacious yard, everything. But every exterior looked alike. Every view was the same. Sure, you could set your house to "public", but your instance was just one in a long, long, loooooooong list of identical instances.
Played for over a year. Wanna know how many people actually visited my open, public, instanced house?
ZERO.
Are you sure you want to champion "instanced" housing? Because looking at the track record so far, it would be implemented in the most backwards, halfassed way possible.

Let me just make one thing clear here. I don't care about having a neighbourhood. Having strange people roam my yard annoys me and makes me lock the house. I wish I had an MB as a wallmount so I wouldn't have to go deal with people around me. But to each their own, this is just my opinion. I want my house to have peace because for me, playing an MMO does not mean I need to socialize every minute I am online.Yeah, but how many actually do?

Anyway, back to Rift. Not one of my favourite games but the housing was amazing. Don't compare it with WoW because I won't even say what I think of the creativity of most WoW players here. I prefer not to get banned for voicing my opinion.
In Rift,many people actually bothered to personalize their Instance. Me and my OH have visited several instances and none looked alike. There was even a social system to the Instances as you could vote for them and make them popular. Want you Instance to be seen? Advertise it. Just because people don't bother in one game doesn't mean they are like that in another. Please do some research about target groups of certain games. And just because WoW has a lot of players (though it seems to be dying now), doesn't mean it was a good game. Just means it was simple enough for people to stay.
Back to Rift, let me show you some more examples and tell me if they look alike. If you want to see more, check the google search:

Rift has 1 target group- PC players. This game has 3 (PS3, PS4, PC). It has to cater to the lowest common denominator (PS3). Will ending support change the housing setup? No. FFXIV doesn't use the same dev tools or engine. They'd have to take the game down while they rebuild the code just so people can have Rift's housing. Then you'd still have players whose PCs = or < PS3 specs. This isn't Rift. It isn't Aion, ArcheAge, WildStar, WoW, SWTOR, LOTRO, PSO2, Free Realms, or even FFXI. The devs know they erred; they're taking a first step towards alleviation while staying true to their vision. Rome wasn't built in a day, neither are virtual worlds.Please do some research...

Not really. I don't always want to be alone, I do like to socialize too. Thing here is, I also like to not socialize. In dimensions I can do either, whenever I feel like it. Sorry to burst your bubble.
Why do PC and PS4 players have to suffer because of PS3 support? They announced it would be dropped after 3.0. As for housing, I am not saying the housing system of Rift should be copied. They have to find their own way but fact is, housing should be available to every player equally. With the current system and it's finite number of housing slots, this is not possible.
They need to find a way to offer housing for people, I don't care in what form. I find instanced housing a good solution as it will offer space for everyone and, if executed properly, be less of a strain for the servers (which seem to get strained by a fart anyway). You don't like it? Fine, I am not telling you to. All I am offering is an example of a well designed system. Something that FFXIV is lacking.

Instance housing sucks. I played wow and didn't realize how truly lonely it is when it is a zone housing. The neighborhood system is the main reason I own a house.
