It seem in the english text they forgot an info.
in the german text it is also mentioned that "Subject to Demolishing" and "Steps Prior to Demolishing" are not on the same timer. After 45 days of not going into the house the house get the status of inactivity. And only after another 45 days it get demolished.

...wait what?! So basically plots become available after 90 days of inactivity, starting at the release of 3.1?
