Hmm, you mean immediately after you meet Emperor Varis for the first time at Ok'Zundu? Lets see...

EDIT: hmm, this is the text from the cutscene back at the Enterprise where it's docked after the first meeting with Varis: (spoilered for those just joining the game or who are yet to reach the expansion storyline)

Wedge: "We saw it fire on the village! Are you alright <insert player character name here>?"
Biggs: "Bugger me! Did you see the size of that Imperial battleship!?"
Cid: "Thank the Twelve you're alive, <insert player character name here>! When that battleship appeared and fired on the village, we feared the game was up for you and Alphinaud. What in the Seven Hells happened out there?"
(The player's character explains)
Cid: "First the Archbishop shows up with a bloody Ascian in tow, and now the godsdamned Emperor pays us a visit!? What is this? The procession of notable bastards? Who's next? The Keeper of the Seventh Bloody Gate!?"
Alphinaud: "Not one so 'notable' Master Garlond. I am happy to report that the Zundu were overjoyed to learn of Bismarck's demise."
Alphinaud: "Chief Sonu sends his warmest regards, <insert player character name here>. There was much talk of westerly winds."
Lucia: "Miraculously, none suffered lasting harm during the raid. It would seem the Zundu were taken entirely unawares, and wisely chose to offer no resistance."
Alphinaud: "I sense they have no more to fear from the Empire, for the present, at least. Had the Emperor truly been intent on their extermination, Ok'Zundu would have already been levelled. Plainly, Varis is only interested in reaching Azys Lla."
Cid: "Speaking of which, if you're all ready to continue the chase, the Enterprise is as well. Shall we?"

I presume the text you're referring to is Cid's humorous statement about 'the procession of notable bastards." but I could be wrong.
