Yup. If you're doing content at the appropriate ilvl, you shouldn't be needing healer DPS.
If you're under the appropriate ilvl though, you're gonna need that healer DPS.

minimum ilevel = doable at that ilevel if everyone in the party play the best they can. Else try it with a higher ilevel later again.

It was this way since minimum ilevel got implemented to high level dungeons. Just try to do a dungeon with a party in forced minimum ilevel mode
