Once again, healer DPS was not included in the development team's calculation as it was for other jobs, so you should just think of healer DPS as a last way to get your overall party's DPS up where it needs to be.

Yup. If you're doing content at the appropriate ilvl, you shouldn't be needing healer DPS.
If you're under the appropriate ilvl though, you're gonna need that healer DPS.

Healer DPS is never accounted in content.

I was under the impression that expl will have a system like CT.
Instanced for 24 man, where you can queue solo or in party and the lacking numbers will be filled by other people.

So you can go solo, duo up to 24.
So there'll be no worries about it ending up like hunts. You'll have at max 24 people going at an S rank

Minimum ilvl is the ilvl they intended the content to be run at. Healer dps is not counted there. Below minimum ilvl though, healers gotta work harder.

And please don't see DPS not playing optimally when they are at appropriate ilvl as a sign of needing healer dps.

If the content have a minimum ilevel (it's written in the duty finder text) then you can't enter it below the minimum ilevel.

And in such a case, healer DPS is not accounted for.
The only case with under minimum ilvl is progression raid.
They make the raid with a specific ilvl in mind, in which healer DPS is also not accounted for.
If you're doing under said ilvl though, you will need healer DPS, because you are under the minimum ilvl.

You have to kill the adds before the boss suck their souls or wipe
