You are seriously advocating bad DPS practice. It is the job of the DPS to do burn through the enemy to ensure a swift and safe encounter. If a DPS manages to steal aggro, they either have to use their enmity reduction abilities or switch to another mob to let the tank take it back if said abilities are on cooldown. The moment the tank tags a mob with their ranged enmity pull, the DPS are free to attack that initial target immediately unless the tank is doing a big pull. By the time a tank is going to use their enmity AoEs, they're already building plenty of aggro to keep every mob on them so the DPS have full reign to cut loose. If they can't do that because the tank fails to hold aggro, that means one role can't do their job properly due to a consequence of the situation while the other role is essentially neglecting their job unless they're having actual issues. I believe the OP is talking about neglectful tanks.
