The haste would make the High Voltages come too fast to silence. (Pretty big deal pre-nerf and with low ilvl)

It was possible to pre-silence it. Though you had to know the rotation perfectly and use timers in my case (did it once, died to hasted lasers). Not saying it wasn't hard to do, but the rot just wasn't intended to be a compulsory mechanic. While the Nisi is intended to be compulsory.
