The thing is, on a high-latency connection you need to ALREADY be moving before the AOE marker goes up if you want to avoid it, and ARR bard is the only job that has ever accomodated that need. I fully believe that there needs to be a tradeoff for bard's high mobility (and imo there already WAS - the heavy reliance on auto-attack and lower DPS means you had to be attacking and positioning to face the boss constantly during phases where other DPS could focus on just movement and letting their TP regenerate a little), but removing it in the name of homogenising the game and making it less accessible to people who struggle with movement mechanics for reasons outside their own control was not the solution.
