Here's my conspiracy theory about the Garleans:

The Emperor is a primal. He doesn't suck up as much aether as other primals, at least not from his surroundings - but he is the reason the Garleans can't wield magic because he absorps all of that energy from his entire empire.

And he wants more. Like all the primals, he wants more and more followers, more and more power. In true Highlander fashion he wants to be the only primal left alive, and the others must be destroyed because they suck up the energy HE wants for himself.

So yeah. 4.0 we are going to throw down with the ultimate primal.

Nah I like the idea of the Garleans inheritting a curse from the Allaghan empire. In fact I think I like the idea of the Garleans being the descendents of the Allaghans even better even if they themselves dont know they are.

I think they might have some kind of seal on them, magic or otherwise. There has to be more to it than just genetics knowing FF, or at least for why they have third eyes.

In note of positive garlean influence, we'll probably see more of that as we get closer to the empire, at least in rhitahtyn's case his homeland was in turmoil (possibly civil war, corruption or maybe just anarchy) and the garleans brought order and peace to his lands hence why he's so loyal to them.

That's just one example of course and no doubt we'll see more unless SE wants to make it more bias when we come to an 'imperial arc' in the MS. But one issue I think that will most definitely come up is what happens if the empire was defeated and relinquished it's conquered lands, what then? What happens to those annexed territories?

Historically speaking, a few things could happen depending on the recency of the territories conquest. Older territories that dont remember a time of not being conquered would be absorbed by another country nearby, or would be cut up into new countries by a combination of their own and outside influence like what happened to Prussia. the more recent conquests such as ala migo would more likely be re-established as their own indepenedent governing body with their old borders, and would be assisted by outside allies in rebuilding and stabilizing their original or a new government. That could happen to the older conquests too, but is unlikely.

No conquest is older than 55 years. Garlemald was a small republic 55 years ago before they invented (or found) magitec technology.
