I will be confuse if this restriction only applied on weapons.
If they remove the restriciton, why I cant make my LV30 Axe looks like a LV60 Axe?

Because... actually, you know what? Fine. Go for it! In Rift, I can costume my mage's staff into a two-handed mace or sword or axe. And it's awesome.

but an item that turns gear into Level 1 All Classes gear would be way too far. No thanks, ever.

Literally would not affect your game at all. Let other people have their fun. Though a more streamlined fix would simply be to let everyone glamour everything. We really don't need more items cluttering up our inventory.
