New players would be confused in watching casters on full plating, that's the main reason he gave iirc.

They don't get confused in Tera. (Outfits.)
They don't get confused in EQ1. (No restrictions.)
They don't get confused in EQ2. (No restrictions.)
They don't get confused in SWG. (No restrictions.) games dead though.
They don't get confused in Wildstar.
They don't get confused in WoW. (People in robes everywhere!)
They don't get confused in Archeage. (Caster Tanks!)
They don't get confused in RIFT. (I had a cool robe/plate mix!)

I think that excuse is terrible honestly. Unless they also restrict certain pieces of clothes to be used as glamour as well.

Bikini is LV1 for all job gear, wearing bikini doesn't make you look like another job or look like higher level (which is the restriction).
This is not an excuse, it is pretty logical. IMO you may just request create new gears as you wish instead of blaming this restriction. ^^;

Tera has the exact same system, cloth for casters, leather for physical dps and heavy armor for lancer/zerk. And then it has the costume system with the cash shop outfits which is comparable to the outfits you just linked.

Even when Tera allowed you to "glamour" other gear drops you were restricted to stuff you could wear only.
