It makes no logicle sense but also remember, you can craft and gather items a few levels higher than your self. (Iirc it's up to 5lvls higher)

As for the recipies, I assume it was made that way to "promote" (read strong arm)players to cross level gathering and crafting.

it's possible but the heavensward recipes impose a huge penalty for trying to do that compared to arr recipes
