It was roughly 40K/220K that moved on to beat savage A1, and I'm sure there are more attempting it. More will beat it with better gear, the census was only 2 weeks after launching savage.
I was thinking you meant overall players, rather than those who beat Alexander normal. While I'm sure that number will rise to around 80-100k, I don't think the majority will beat A4 Savage. I have no experience myself, but people have been saying 1 and 2 are a joke in comparison to 3 and 4. I doubt we'll see even 20k clears of A4 unless it's nerfed or heavily overgeared.

"Raider" and "casual" aren't antonyms, and raiders are being catered to, in both normal and savage modes. Your complaint is that you want something other than what you've already been given (harder fights, better gear, an exclusive mount), which isn't the same thing at all as not being catered to.
The numbers don't indicate any such thing, because there's no way FFXIV has only ~175k active subscribers in total, especially since the game has sold 2.5 million copies since the beginning of the year alone, and already had 2.5 million more registered (albeit not necessarily active) accounts before then.
WoW is almost entirely focused around pushing people into its raids these days, with almost no content of note to speak of outside of them, and even that game only gets 2% of the population running the hardest raiding mode (mythic, which is equivalent to savage here). There's no way in FFXIV, which is quite decidedly not raid-focused, that 20% of the active playerbase is running savage modes.

Garrison, Shipyard, Ashran, Mythic dungeon, Timewalker dungeon, Tanaan Jungle Apexis. Weren't all those features of Warlords of Draenor? Some people will have to one day accept the fact that faceroll content really isn't that fun.

Solution:
Remove the requirement of doing normal mode to get to savage. Scale Alex normal gear pieces down to the item level of law gear (or another unrestricted kind of gear) upon entering savage mode. Remove this automatic scaling in a future patch.
This way no one is encouraged to do normal before savage if they don't want to, and casual players get to keep a sense of progression and a reason to do Alex normal. If law gear was the same level as Alex normal gear like someone suggested, people wouldn't need to do Alex normal after the first visit. Personally I already have more full sets of law than maxed out jobs. The incentive should be there, and scaling is the best way to keep it while also pleasing the savage crowd who want fresh encounters. This solution would also not require any changes to the release pace of raids.
It's not an original idea, by the way. WoW did it to discourage using PvE gear in PvP and vice versa. And it worked.

I would be perfectly happy with this, however I think it would detract from those that don't do savage as it removes a tier of progression. I still think reversing the Normal/24-man release order is the best solution because under the current order, Savage feels like recycled content. However, under the reversed release order, Savage will feel new for the raiders, while everyone else gets the 24-man to play around in, then when Normal does come out, it is still a new experience for them. Since I doubt the 24-man gear is going to be better than Savage, this would also allow raiders to skip over Normal in the same way they could skip over the Crystal Towers if they chose to do so.

I think you might have misunderstood. It doesn't affect anyone who doesn't enter a savage raid instance. The scaling would happen upon entering just like level sync. People who don't do savage would get to keep the progression step from upgraded law to Alex normal gear, as the gear would be 190 everywhere but in savage mode.

I guess you're suggesting placing an ilvl sync on Alexander Savage? I think that would be the only way to get Alexander Normal gear to sync down in Savage. I took it to mean the normal mode dropping the same ilvl gear as the uncapped tomes, reading it again see what you meant. I think the level sync on just the normal gear would be kinda weird, but I would still be happy with it.
