I would be perfectly happy with this, however I think it would detract from those that don't do savage as it removes a tier of progression.

I think you might have misunderstood. It doesn't affect anyone who doesn't enter a savage raid instance. The scaling would happen upon entering just like level sync. People who don't do savage would get to keep the progression step from upgraded law to Alex normal gear, as the gear would be 190 everywhere but in savage mode.
