A start would be a couple moderators that actually do their job, and some strict ruling like "one thread per subject"

Not surer they could handle the amount of spam the NA forum gets tho, people make 4-5 topics on one thing a day sometimes... multiple times a day, its why our forum is so bloated compared to others.
