It's likely to be a bug that will be patched, but yes, the Regen effect is currently separate from the mitigation effect. That means that upon placement, you get the Regen effect for 18 seconds, and if you get the server tick at the end and move back in, another 18 seconds. You also retain the Regen effect leaving the bubble.
Essentially, it means if you let CU do its whole duration and everyone stays to get 36 secs of Regen, it has an effective Regen potency of 1800. AoE. And can be increased with Time Dilation and CO.
The regen duration is 15 seconds rather than 18, but everything else is right on the money. Benefic and Benefic II got a potency buff to match that of a whm but the mana cost remained the same as before the patch. Along with luminiferous Aether + Celestial Opposition and random ewer's i don't think astro will have much mp problems.

But I think its intended. The bubble lasts 18 seconds and grants 10% damage reduction and a 15 seconds regen. If you leave the bubble the regen still ticks, if you enter the bubble again the regen resets again. The fact that astro now has an instant cast version of adlo that is significantly better 90% of the time makes me want to quit.
Except Astro now provides better mitigation than scholar in almost every circumstance. Their adlo is stronger, their succor is stronger, their sacred soil is better, and their buffs probably outweigh selene now.Scholar will still be required for progression due to their dps and mitigation tools like Deployment, but now i can at least see Astrologian being competitive on the healing side. I don't think this buff is enough to be on par for early raid progression, you still burn too mp while dpsing imho, but for everything else now you shouldn't see any difference.
