Found a partial fix, doesn't fix the shadows quality 100% but makes them 50% better
on DX9 check "Use low-detail models on distant objects. (LOD)" as the following picture :-

if you uncheck it, it will go back to bad quality again as the following picture :-

now will go test it on DX11 but i doubt it will be fixed there
same options exist on DX11 and make shadows loading a bit better
I hope that they respond swiftly to this issue. It's very frustrating to have the lines "crawling" all over because of cheap AA. I support having it an option so that more players can enjoy FF, but please give us an ETA for when we can have quality AA! Thank you.
I'm having similar issues - this is most noticeable for me in the Dravanian forelands, and I've got the game on max, my FPS is fine.
Two separate issues:
Movement flicker: The shadows flicker really badly if I've been flying around on a flying mount. This is most noticeable in the shadows of the foliage on the ground. However, once I have stopped flying, the shadows will gradually sharpen over the course of about 30 seconds until they are fine. It only seems to occur when moving at high speeds via flight - running around on a mount on the ground doesn't seem to impact it.
Distant flicker: The shadows for distant objects like mountains seem to flicker a lot from time to time. I haven't noticed it until today.

There's a possibility it screw/infect your whole PC and whatever new hardware inserted to it, people started having this for over 2 months and the numbers of infected people are rising
This can be improved by simply forcing AF through the Nvidia Control Panel, you can just leave the in game to 16x Anisotropic but it doesn't really matter since this will override it anyway.
Manage 3D settings > Program Settings > Add the FFXIV_DX11.exe (not the launcher) > Set Anisotropic filtering to 16X >Scroll down > Make sure Texture filtering - Negative LOD Bias is on "Clamp" > Set Texture Filtering - Quality to "High Quality"
This will significantly reduce ground/shadow flicker and shimmering. The trees and grass however will still suffer from the problem simply due to the lack of proper Anti-aliasing.
I have noticed that this began for me as well right after the second set of 3.05 patches. And this is the only game it happens in so I know it is not my video card, heck I even tested the Crysis set of games and they all run like butter on max with no graphical glitches or shadow issues.
And I also did notice that checking the "LOD" option also fixes the shadows loading, its almost as if the option has some of its things reversed. Instead of the shadows loading sharp and quick when its unchecked it acts like it is checked, and when its checked them shadows come in crisp and clear all the time. Its a bummer since I don't want to lower the quality of the game seeing as to how it runs amazingly at max settings as well. Maybe they made a boo boo on one of the patches that causes this shenanigans.
Ever since I starting playing FFXIV I noticed these shimmering lines as if there was no AA going on. I researched and looked up and really banged my head against my keyboard trying to see why my system was doing this. I've actually given my self a migraine studying them and changing settings around.
What I finally discovered and gotten over my frustration with is the fact everyone's game looks/acts just like mine. it's 100% the way the game is rendered and not my hardware. Yes you can "force" your GPU settings to add a bit more AA but normally that is a performance loss.
So... you can find some solace in the fact that everyone sees those shimmering rolling lines as they run around through the grass and buildings..etc
It's simply something we have to live with till SE gives us an actual hardware AA setting.
I'd love to have MSAA but I'd settle for CMAA just to help out a bit.
So again, everyone's game looks just like ours. It's not our hardware just how the game is with out hardware AA.

I would also like to point out to those people who may not see this or feel it's bothersome. What I've also discovered is some people (like my self and the others in this thread) are highly susceptible to slight movements on screen as we are running around or moving. Grass, Steps, Walls (boards)..etc even the slightest of "wave" from a line draws my (our) attention to it and can cause eye strain..etc
